Population and Fit

We serve adult males diagnosed with IDD. That specificity is deliberate — we have built our homes, staffing patterns, and skill-building around this population, which means a cleaner match and fewer surprises after placement.

For residential referrals, the strongest fit is typically an individual on the Community Living (CL) Waiver who needs 24-hour supported living outside the family home. We also work with individuals on the Family and Individual Supports (FIS) and Building Independence (BI) waivers where the service array fits.

Services You Can Refer To

Residential / Group Home: DBHDS-licensed congregate residential supports for adult males with complex and extensive needs; a consistent staff-to-client ratio so support is individualized; each resident has an Individual Service Plan from a person-centered assessment.

Mental Health Skill-building (MHSS): a defined Virginia Medicaid service delivering individualized training — not therapy — to build basic living skills (symptom and medication management, hygiene, nutrition, money management, social skills, using community resources); generally adults 21+ (18 to 20 can qualify) with a serious mental illness diagnosis and qualifying history.

Non-Emergency Medical Transportation (NEMT): transportation support for Medicaid members getting to covered appointments, within Virginia's Cardinal Care framework including Modivcare (formerly LogistiCare).

Are you accepting referrals right now?

We are actively accepting referrals for adult males with IDD. Openings for residential beds and MHSS caseload vary, so email info@thoroughcare.org for current availability. We always give a truthful answer on capacity.

Which waivers do you accept?

Virginia's DD Waivers — Community Living (CL), Family and Individual Supports (FIS), and Building Independence (BI) — plus Medicaid. Residential placements are most often funded through the CL Waiver. MHSS is billed as a Virginia Medicaid service.

Are you DBHDS licensed and Medicaid enrolled?

Yes. DBHDS licensed for developmental disability residential services and enrolled as a Virginia Medicaid provider. DBHDS licenses the service; DMAS enrolls and pays.

What is your service area?

What documentation do you need to process a referral?

Typically the current Individual Service Plan, waiver or Medicaid verification, VIDES and SIS results if available, and recent clinical or functional assessments. Request our intake checklist and we will send the full list.
